Yesterday, I posted 10 locations that are usually fee paying that you can enter for free on the annual Saitama Prefecture day on the 14th of November. Here are another three, with the best savings, as the entry fee is normally 1000 yen or higher.
Free entry for children upto 18 years old, its normally 1500 yen for children over 12 and 700 yen for children from 3 to 12 years old. 【Update in 2018 – this is not a standard offer. In other years they have only allowed university students in for free. It depends on the year. 】 You need to show proof of address at the ticket gate. They also offer free entry to people from Ibaraki on Ibaraki Prefectural day November 13th, Gunma people on Gunma day 28th of October and Tokyo people on Tokyo day 1st of October.

Seibuen Amusement Park (Hello Kitty Fairytale town)
Free entry to the grounds (rides are not free), the usual price is 1000 yen for adults and 500 yen for children over 3. They also have discounted their “one day free ticket” which does include rides. The adult ticket which is normally 3,200 will be available for 1,600. The child pass will be available for 1,350. It is usually 2,700. Saitama’s mascot “Kobaton” will be in the park on Prefecture day at 10.00, 13.00 and 15.00.

Midori no naka no Family land, Musashi no Mura
Free entry to the amusement park (does not include rides) for 4 DAYS from November 14th to 17th. The fee is normally 1,100 yen for adults and 600 for children from 3 up. They are also offering lowered “free passes”; an adult pass will have 700 yen off and the child’s pass will be 600 yen cheaper than normal.
