The 2020 Nagatoro Plum Blossom season should start from around mid February, when the ume (plum blossom) typically begin to bloom. The 2020 Nagatoro Plum Blossom festival will take place on dates yet to be decided. Most likely Saturday February 23rd until about March 15th. When the Nagatoro Tourism board confirms the date I will update here.
The plum blossom festival usually overlaps with the wintersweet festival for a couple of days, probably February 22nd and 23rd. But from about mid February you should be able to see both the wintersweet and plum blossoms simultaneously.
During the period of the plum blossom festival there will be several events and hiking outings held in the Nagatoro area. The main area of the festival is the Nagatoro Hodosan Plum Garden on the side of Mt Hodo. There are approximately 470 plum blossoms in this area of 170 varieties.

There is a free shuttle bus service from Nagatoro Station to a ropeway that will bring you to the top of Mt Hodo.
By foot it is about a 20 minute walk to the start of the trails that will bring you up Hodosan. The hike takes about an hour.
The bus goes from Nagatoro station to the ropeway station at the foot of the Mt Hodo for the duration of the festival (with the exception of March 3rd) between 10 am and 4 pm.
The bus goes every 15 to 30 minutes.
You can take the ropeway up Mt Hodo to get to the Wintersweet garden on weekends. Please note that the ropeway does not run everyday. The ropeway costs 820 yen round trip (410 yen one way) for anyone over six years old. The ropeway hours for the weekends in January and February last year 2019 are shown before. Please note during that period the cable car only operates on weekdays when there are a lot of visitors. And on weekends, the ropeway goes more frequently if there are a lot of visitors.
