Saitama Prefecture Day

Information for Saitama Citizen’s Day or Prefecture Day or Saitama day, kenmin no hi 県民の日 in Japanese. Saitama Citizen’s day is on the 14th of November each year. Kenmin no Hi literally means citizen’s day, but when I first came to Japan and until very recently it was called Prefecture Day in English. In recent years, the official public relations from the prefecture use the literal translation “Citizen’s Day”.

On Saitama Citizen’s Day many venues and locations offer free entry to their attractions.  Moreover, you can also get special day tickets for the trains within Saitama.  Below is the list of places that you and / or your children can enjoy for free on Saitama prefecture day annually.  However, in 2021 due to the Coronavirus some of these locations are charging in. In 2020, almost everywhere charged in for this reason. In order to deter the usual crowds they attract on Saitama citizens day. But thankfully in 2021 most of the usual places are free in again. All are marked accordingly below.

Saitama Children’s Zoo

Saitama Children’s zoo will be free in again this year on November 14th (it wasn’t in 2020 due to the pandemic). They have not made an announcement about the children’s castle yet. Parking is charged. Please note, the zoo is always busy, like crazy busy, on Saitama Day, even when its a weekday and this year it is a weekend.

Chikozan Park Zoo

Information not yet available for 2021.

Chikozan Park Zoo is free in for children only. At the moment they have not released any information as to whether or not they plan to charge this year on account of the Coronavirus.

Tobu Zoo

In 2021, Tobu Zoo have a special pass for Saitama Day on November 14th. And they also have a special ticket for Ibaraki Citizen’s / Prefecture day too. That is on Saturday November 13th. The “Attraction Pass Set” covers entry into the zoo and unlimited access to several rides. It normally costs 5,100 yen, but for the Saitama and Ibaraki days they have a special offer of 3800 yen for the pass for adults. Likewise, the “Attraction Pass” (which doesn’t cover entry fee) is reduced from 3,300 yen to 2000 yen.

Saitama Aquarium

The Saitama Aquarium offers free entry to the aquarium for children on citizen’s day only. It normally costs 200 yen per child. They have confirmed that they will also be offering this in 2021. However, adults and children over 15 years old are charged as normal: 500 yen per person.

Saitama Museum of Rivers

Entry to the grounds, even to the water playground and moreover parking are all free annually on Saitama Day. In addition, they usually hold a number of events in conjunction with the free entry for Saitama Prefectural Day. They have confirmed that it will be free in for Saitama-jin as always in 2021 too. Moreover, they will have an autumn festival on the day.

Tokorozawa Aviation museum

2021 information not available yet. However, a flea market has been confirmed to take place in the Tokorozawa Aviation Memorial Park, where the museum is.

Skip City Visual Museum

They have not yet confirmed whether the museum will be free in on Saitama Day in 2021. But, they have confirmed they will have their usual free movie showing on Prefecture day. However, you need to apply in advance, by November 13th, for a seat which you can do here.

Kawaguchi Science Museum

There is free entrance into the Science Exhibitions from Friday November 12th and Sunday November 14th 2021. They also have several events on the Saturday and Sunday. The planetarium is also free, but it is also limited to 160 people. However, you need to secure a “free viewing” ticket in advance at the entrance to the museum. They will start distributing them at 8.30 am.

Museum of the Sakitama Ancient Burial Mounds

The Sakitama park is always free in and it is a beautiful park especially during cherry blossom season. The museum has a nominal fee that is waived on Prefecture Day annually. They have confirmed 2021 is no different and it will be free in for all residents of Saitama. Furthermore, they will have an Autumn Festival that day.

The observation tower, including the small lotus museum, is free in for school aged children on Saitama Day 2021.

Kawagoe Museums

Free entry into Kawagoe museum, Kawagoe Festival museum, Yamazaki Museum, Kawagoe City Art Museum (Gallery) and Honmaru Goten also. Furthermore, there are also special train passes for Kawagoe on Prefecture Day.

The Center for Environmental Science Saitama is an engaging museum of sorts where you can learn about environmental science. However, they have decided not to offer free entry this year, in a bid to avoid crowding.

100 Caves of Yoshimi

Awaiting 2021 information. Normally there is free entry into the caves, which are otherwise 300 yen per adult and children over 12 years old. And 200 yen for primary school aged children. In addition, they normally have a festival on Saitama Day. But it doesn’t appear to be on in 2021.

Midori no naka no Family land, Musashi no Mura

Musashi no Mura are offering citizens of Saitama the “free pass” for just 2000 yen in 2021. It is in celebration of both the 150th anniversary of Saitama Prefecture and Citizen’s day. The free pass includes entry as well as unlimited access to dozens of rides. This special discount is available from Monday November 8th to Sunday November 14th. Please note the park is closed November 10th. Moreover, they are offering the pass to residents of Tochigi, Gunma, Ibaraki, Tokyo, Kanagawa and Chiba as well.

Sengenyama Miharashi Park

Saitama’s longest roller slide is free to use on Prefecture Day only. However, in 2021 it is only for children. In a usual year adults can to free also. This event is scheduled to go ahead in 2021 in spite of the Coronavirus. However, they have said if it is very crowded they will limit the number of rides per person.

Aqua Paradise Patio

Awaiting 2021 information. Entry to the pools is free at Aqua Paradise Patio on Prefecture day in a normal year.

Bonus Content

In 2021 there are several festivals, and events as well, on Prefecture day weekend. Also, Moominvalley park is giving out free presents to the early birds. Shinrin park has their “Outdoor Park” event planned for the weekend also. And Tokorozawa Aviation Park will also have their popular flea market. Moreover, their highly popular cheap hot air balloon ride is scheduled for Saitama Day 2021.

You will also find there are several other discounts for and special events on Prefecture Day annually. For example, many of the train lines run a special campaign with discounted tickets for the week of Prefecture Day. Furthermore the Onsen Dojo hot springs such as Cafe Bivouac (Kumagaya) and Retro Springs Tamagawa (Tokigawa) offer discounts on Saitama Day. In addition, you will also find many places have special prices on the day, such as the Saitama Ice Arena.

Also, places outside Saitama usually offer discounts to people who live in Saitama day on November 14th annually. However, due to the pandemic there are a lot less in 2020/21 to demote cross prefecture tourism. Also please note, that due to all the discounts, freebies and special events, all the big tourist attractions tend to be extremely crowded on Prefecture day. This will be particularly true in 2021 as it falls on a Sunday.
